Enhance User Experience for Form Uploads

Current Behavior:

When using a form with an upload field, the "Submitting..." text only appears after the file upload is completed.

Presently, users might perceive a delay before any indication of form submission appears. Displaying "Submitting..." from the start provides immediate feedback and assures users that their submission is in progress.

Enhancement:

The "Submitting..." text should be displayed before the upload process begins and persist until the entire form submission is completed.
